Rep. La Ha Announces Her Legislative Agenda for the 104th General Assembly

Lemont, IL…State Representative Nicole La Ha (R-Lemont) has announced her legislative agenda for her second term in the 104th General Assembly.

“My 2025 legislative agenda is all about creating a more inclusive and supportive environment for everyone in Illinois,” said Rep. La Ha. “By tackling important issues like making spaces more accessible, supporting parents in special education, protecting human trafficking victims, and helping seniors manage property taxes, we can build communities where everyone has the chance to thrive.”

Capping Property Taxes for Seniors: Rising property taxes can be tough for seniors on fixed incomes. Rep. La Ha has introduced HB1789, which would make sure that property tax bills for these seniors can’t go up more than 1% each year, unless they’ve made home improvements that increase the property’s value. HB1789 helps seniors by keeping their taxes predictable and manageable while allowing for reasonable increases due to home improvements.

Advancing Accessibility and Inclusivity: Rep. La Ha has introduced four bills to promote accessibility and inclusivity for all individuals. HB1788 prioritizes accessibility in open space development by requiring the Illinois Department of Natural Resources to favor projects that exceed minimum ADA accessibility standards when awarding grants. HB2541 expands the legal definition of developmental disability to include Prader-Willi syndrome, ensuring that individuals with PWS qualify for disability services without additional cognitive testing and mandating state agencies recognize Prader-Willi syndrome in all official programs. HB2847 encourages businesses to hire individuals with developmental disabilities or severe mental illness by providing a tax credit covering 25% of wages paid, up to $6,000 per employee per year, encouraging workforce inclusion while supporting employers who invest in a diverse and talented labor force. Also, HB3677, the Complex Wheelchair Right to Repair Act, establishes a right to repair for complex wheelchairs, requiring manufacturers to provide repair parts, software, and service access to independent repair providers, and bans insurance companies from imposing pre-approval requirements or excessive documentation for wheelchair repairs.

Empowering Parents in Special Education: Recognizing the challenges parents face in navigating special education, Rep. La Ha has introduced legislation (HB3180) that mandates schools to inform parents or guardians of their right to have an Individualized Education Program (IEP) advocate present during meetings. This bill looks to provide parents with the necessary support to advocate effectively for their children’s educational needs.

Strengthening Protections for Human Trafficking Victims: In her commitment to safeguarding vulnerable populations, Rep. La Ha is championing three key bills. HB1114 extends the statute of limitations for prosecuting human trafficking-related crimes, recognizing the challenges survivors face in coming forward and ensuring that time does not run out on justice. HB1467 closes legal loopholes that have allowed traffickers and those who profit from human exploitation to evade prosecution by strengthening legal definitions of trafficking-related offenses, expanding protections for minors, and increasing penalties for individuals who knowingly facilitate trafficking. Finally, HB1469 ensures that individuals convicted of human trafficking, involuntary servitude, and related crimes are properly classified and monitored by being added to the sex offender registry list. This legislation implements stricter registration requirements, enabling law enforcement to track offenders more effectively and prevent repeat offenses, thereby safeguarding communities from convicted traffickers.
