Rep. La Ha’s Financial Abuse Protection Legislation Signed into Law

LEMONT, IL – State Representative Nicole La Ha (R-Lemont) announced that her legislation, House Bill 4659, has been signed into law, providing stronger legal protections for victims of financial abuse who have been coerced into debt.

“Financial abuse can keep victims trapped long after an abusive relationship ends,” Rep. La Ha said. ” This law gives survivors a meaningful opportunity to defend themselves and continue rebuilding their lives.”

House Bill 4659 establishes an affirmative defense in court for individuals who were forced or manipulated into taking on debt they never willingly agreed to. Financial abuse is often used as a tool to control victims, leaving lasting consequences that can damage credit, limit housing and employment opportunities, and create significant financial hardship. HB 4659 recognizes these realities by ensuring courts can consider the circumstances under which the debt was incurred.

“Victims should not have to carry the financial burden of someone else’s abuse,” Rep. La Ha added. “I’m grateful to the advocates, survivors, and my colleagues who helped move this bill through the legislative process. Together, we’ve taken an important step toward protecting vulnerable Illinoisans.”

HB 4659 received bipartisan support in the Illinois General Assembly and is now signed into law.
