Lemont, IL…State Representative Nicole La Ha announced the unanimous House passage of two pieces of legislation aimed at strengthening public safety and expanding access to critical resources for vulnerable individuals.
“These bills strengthen public safety while ensuring victims have a better chance to be seen, heard, and helped,” Rep. La Ha said. “They improve how our system responds in critical moments and make it easier for people to access support when they need it most.”
House Bill 5580 improves how DNA evidence is communicated across Illinois’ justice system. When the Illinois State Police identify a consistent DNA profile, the bill ensures law enforcement and State’s Attorneys are automatically notified in writing through the state’s Laboratory Information Management System (LIMS). This added clarity helps move cases forward more efficiently and ensures key information reaches prosecutors without delay.
“Time matters when it comes to justice,” said Rep. La Ha. “When critical evidence is identified, there should be no question about whether the right people have that information. This bill helps ensure cases can move forward quickly and families are not left waiting.”
House Bill 4654 focuses on combating human trafficking by requiring clear, visible resource notices in all public restrooms at Illinois roadside rest areas. These locations can offer a rare moment of privacy for victims, creating an opportunity to safely seek help. The initiative was brought forward in partnership with the General Federation of Women’s Clubs.
“Human trafficking often thrives in silence,” Rep. La Ha said. “By making resources visible in places where someone may have a moment alone, we are creating an opportunity for that person to take a step toward safety and freedom.”
Together, these measures reflect a continued commitment to strengthening public safety, supporting victims, and ensuring Illinois’ systems respond with urgency and care.
Both bills now move to the Senate for further consideration.
