Three Rep. La Ha Bills to Support Students, Families, and Illinoisans with Disabilities Signed into Law

Lemont, IL…State Representative Nicole La Ha is celebrating the signing of three bipartisan measures she sponsored that will bring needed reforms to education, accountability, and disability services across Illinois.

HB2537 updates the transition planning process for students with disabilities to ensure that families, students, and IEP teams fully understand the implications of high school graduation. The law now requires that by the time a student turns 16, their individualized education program must include a discussion of graduation status and future options. Families will be informed that while graduation ends eligibility for a free appropriate public education (FAPE), services may continue until age 22 when necessary to meet IEP goals.

“We need to ensure that we are equipping families with the knowledge and support they need to make the best decisions for their children’s future,” said Rep. La Ha. “Graduation should not come as a surprise that cuts off services. Parents deserve clear, timely information so they can plan with confidence.”

HB3377 strengthens accountability for how schools serve homeless children. Districts will now be required to report to the State Board of Education the amount of funding they receive, how much is reserved and spent on services for homeless youth, the number of students served, and the specific activities funded. This information will be posted publicly on ISBE’s website.

“With more families facing housing instability, we must be transparent about how resources are being used to meet their children’s needs,” Rep. La Ha said. “This law ensures accountability and helps us identify where more support may be needed.”

HB3677, known as the Complex Rehabilitation Technology Act, eliminates the pre-authorization step for complex mobility equipment like electric wheelchairs. The change empowers families, caregivers, and independent repair providers to act quickly, helping Illinoisans with disabilities regain their independence without unnecessary delays.

“We’re empowering families, caretakers, and independent repair providers to act fast and get people moving again,” Rep. La Ha said. “This is a compassionate and common-sense solution for the countless Illinoisans whose independence depends on mobility. I was honored to carry this bill.”
