Lemont, IL…State Representative Nicole La Ha (R-Homer Glen) is celebrating the passage of her bill, House Bill 1788, which advances accessibility and innovation in Illinois’ public parks and playgrounds. Rep. La Ha, whose passion for creating more accessible play spaces sparked her entrance into public service, says HB1788 is a natural next step in that journey.
“Every child deserves a chance to play, and every family deserves to feel like their local park truly belongs to them,” said Rep. La Ha. “This bill pushes us to move beyond the minimum ADA standards, to design spaces where children of all abilities can laugh, play, and grow together.”
If enacted, HB1788 will amend the Open Space Lands Acquisition and Development (OSLAD) Act to prioritize park and playground projects that go beyond federal ADA standards, incorporating innovative materials, designs, and technologies that enhance access and usability for everyone.
A central focus of the bill is universal playground design, which ensures all children can enjoy shared play experiences regardless of ability. Unlike traditional accessible playgrounds that simply meet federal guidelines, universal playgrounds are intentionally crafted for meaningful interaction, with features like:
-Equipment designed for children of all abilities to engage together,
-Multiple ways to interact with structures (e.g., transfer platforms, musical elements, sensory-friendly zones), and
-Intuitive layouts that accommodate physical, cognitive, sensory, and developmental differences.
HB1788 also directs the Illinois Department of Natural Resources (IDNR) to incorporate these priorities into its grant review process, encouraging communities across Illinois to lead with creativity and care in their park planning efforts.
“We have the opportunity to raise the standard for what outdoor spaces can be,” said Rep. La Ha. “This bill helps towns and cities across Illinois imagine and build parks where no one is left out of the fun.”
HB1788 passed the Illinois House with strong bipartisan support and now heads to the Senate for consideration.
