Rep. La Ha Supported Bills for Families and Students with Disabilities Pass House

Lemont, IL…State Representative Nicole La Ha (R-Homer Glen) is celebrating the House passage of three important pieces of legislation that put families, parents, and students first.

“I came to Springfield to make a real difference for the people I serve,” said Rep. La Ha. “These bills reflect that mission—supporting families through some of life’s most challenging seasons and ensuring students with disabilities have the tools and time they need to succeed.”

Rep. La Ha’s sponsored bill, House Bill 2537, looks to protect the rights of students with disabilities and empower their families with crucial information. Too often, families don’t realize that accepting a high school diploma can end their child’s eligibility for special education services under the federal Individuals with Disabilities Education Act (IDEA). HB2537 fixes that.

Under this legislation, parents would receive clear notice and guidance before their child accepts a diploma. It also gives students the chance to walk with their graduating class without ending their eligibility for support services, which can continue through age 22.

“This is about dignity, clarity, and opportunity,” said Rep. La Ha. “We want to celebrate students while still making sure they have access to every educational resource they’re entitled to. I’m incredibly proud of this bill and grateful to my colleagues for supporting it.”

Rep. La Ha also served as Chief Co-Sponsor on House Bill 2978, which establishes the Family Neonatal Intensive Care Leave Act. This bill recognizes the emotional and physical toll on families when a newborn requires care in a neonatal intensive care unit (NICU).

The bill allows parents to take time off, up to 10 days for small businesses (16–50 employees) and 20 days for larger employers (51 or more employees), to be with their child during those critical first days in the NICU. The leave is job-protected, ensuring parents don’t have to choose between work and being at their baby’s bedside.

“No parent should have to choose between keeping their job and holding their newborn’s hand during a NICU stay,” said Rep. La Ha. “This bill gives families the support and time they need to be fully present.”

Lastly, Rep La Ha also chief co-sponsored House Bill 1366, which strengthens the rights of parents and guardians of children with disabilities during the special education process. The bill requires that schools clearly inform parents they have the right to bring an advocate or expert to their child’s IEP (Individualized Education Program) meetings.

It also directs the Illinois State Board of Education to create and share easy-to-understand information about IEP facilitation with parents, ensuring every family, regardless of background, understands the process and can actively participate in decisions about their child’s education.

“Parents are their child’s best advocate, but they need the right tools and information to do that well,” Rep. La Ha said. “This legislation makes the process more transparent, more supportive, and more collaborative.”

All three bills now move to the Senate for further consideration.
